A proper quote starts with a room-by-room heat loss calculation, not a guess from square footage. With nine in ten Norwell homes single-family detached houses, outdoor units usually have room in a side or back yard; the installer should consider snow drift, roof drip lines, and noise near bedrooms when picking the spot.
Norwell's Building Department requires permits for mechanical and sheet metal work, and the Inspections Department also has an electrical inspector, so most heat pump installs carry more than one permit. The town lists permit review of up to seven working days. The Building Department's permitting page says a new electrical fee schedule takes effect December 1, 2026, so ask the contractor to price permits at current rates.
Installation itself often runs a few days for a ducted or multi-zone system: mounting the outdoor unit, running refrigerant lines and wiring, setting indoor units or an air handler, and commissioning. Ask for a walkthrough of controls and of how the system will hand off to any backup heat.
